公共住房居住融合与公共服务设施可达性研究——基于上海市廉租住房项目的实证分析

On the Residential Integration of Public Housing and the Accessibility of Public Service Facilities: Based on the Empirical Analysis of Low-rent Housing Projects

摘要: 居住隔离是部分国家和地区集中式公共住房政策备受争议的重要原因,也是我国在加快推进住房保障及其供应体系建设的进程中必须关注并避免的重大问题。作为基本的政策选择,我国应明确实施以政府主导的居住融合政策,并通过提高社区服务、完善公共服务设施建设来促进公共住房居住融合,缓解和消除低收入家庭贫困。以上海廉租住房项目为例,对其公共服务设施主观评价与客观可达性所进行的实证分析表明,从公共服务设施配置视角看,我国公共住房总体上并不存在显著的居住隔离现象,但部分项目在公共服务设施可达性方面仍存在较大的改善空间。因此,我国公共服务设施配置应充分考虑公共住房住户社会经济特征的"脆弱性",要综合运用教育、就业和社区服务等辅助性政策拓展低收入家庭正式与非正式社会网络,在缓解其住房困难的同时促进他们的社会经济融合。

Abstract: As an important reason for the controversy of centralized public housing in some countries and regions, the residential segregation is also a vital issue that we shall pay close attention to and avoid during accelerating China's housing security and supply system. As a basic policy choice, China should affirmatively implement the government-led residential integration policies, promote community housing integration by the continued improvement of community service and public service facilities, and alleviate and eliminate poverty among low-income families. The empirical analysis on the subjective evaluation and objective accessibility of the public service facilities of low-rent housing in Shanghai shows that there is no significant residential segregation as far as the allocation of public service facilities is concerned, while some projects still have much room for improvement regarding public service facilities' accessibility. The "vulnerability" of the social and economic characteristics of low-rent housing tenants should be fully considered in the allocation of public service facilities. Comprehensive supporting policies such as education, employment and community services should be amply used to broaden the formal and informal social networks of low-income families, which will eventually promote the socio-economic integration of low-income families while alleviating their housing burden.
