Abstract: After the World War II,the returners from Taiwan had carried out various activities, requiring the Japanese government to make compensations for their lost properties during the war. In the interaction between the appeal of the returners, parliament activities and the government's response, the Japanese government adopted different standards. On the one hand,it sought the opportunities of reaching special agreements with foreign countries;on the other hand,it declared the government's having no legal obligation to compensate, gave special subsidies to angry returners through legislation as the final solution, and used the doctrine of the "bearing spirit of citizens" as an intellectual tool to stop the crisis. Whether Japanese people should bear the invasion crime that the Japanese government committed has always been questioned.

Key words: properties of the returners from Taiwan, alliance of councilors of properties of returners from Taiwan, council for the properties in foreign countries, doctrine of the bearing spirit of citizens
