After Kuomingtang established the system of allocution in 1927, the principle of parallelism between party and government was adopted to regulate the relationship between party and government at local level.However, this gave rise to the marginalization of the local party branches before the anti-Japanese war broke out.The reasons for the marginalization lied firstly in the system of allocution and the party's ideology, and secondly in the low quality of the party members and various defects of the party branches themselves.Consequently, it brought about the downfall of the attraction of the party and its influence, and damaged the party's image and authority, and undermined the legitimacy of the Kuomingtang government.
