国际金融框架改革争论述评

摘要：

20世纪90年代金融危机的发生与国际金融框架的内在缺陷有着重大联系。亚洲金融危机后, 国际社会和学术界对国际金融框架改革问题进行了全面的研究和讨论。由于各方立场的差异, 争论颇为激烈, 其焦点在于汇率制度的选择、国际资本流动管理、国际金融标准的实施与IMF的改革。这场争论必将影响未来50年国际金融框架改革的方向。

关键词: 国际金融框架改革, 汇率制度选择, 国际金融标准, IMF改革

Abstract:

The occurrence and contagion of the Asian financial crisis has engendered some debates over defects of the international financial architecture (IFA) and its reforms. The defects mainly lie in two aspects: the first is the increasing instability within the current international system, and the second, the deficiency of effective supervision and regulation of crisis. Centering on the reform of the IFA, expects, scholars, government officials and international organizations have released their views. The debate mainly focuses on liberalization of capital account and management of short - term capital flow, selection of an exchange rate system, transparency and international standard, reform of Bretton Woods institutions, regional currency and financial cooperation and so on. This debate will greatly influence the reform of the IFA in fifty years to follow.
