摘要： 科技人才涵养力是指某地区集聚并能较好留存科技人才、保持科技人才稳定性的综合能力。通过构建指标体系以测度各因素与科技人才涵养力的关联程度的结果表明，科技人才在选择集聚地时更多地会关注该地区人文与自然环境，这与传统观点认为的经济发展水平起关键作用并非完全吻合；房价与科技人才涵养力间依存度较高；教育与科研经费投入也是值得关注的因素。影响科技人才涵养力的各因素对不同地区的作用也不尽相同。以一二三线代表城市北京、天津和西安为样本，探究科技人才涵养力与房价的双向效应后发现，一二线城市人才涵养力对房价有直接正向作用，三线城市没有显著影响；一线城市房价对人才涵养力几乎没有影响，二三线城市则具有反向作用。因此，各地应量体裁衣，有针对性地高效提升科技人才涵养力。

Abstract: To attract and retain science and technology talents is particularly important to the economy development for an area. There are many factors affecting the ability of attracting and retaining science and technology talents. It can be found out which are more closely influential factors by the Grey Correlative Analysis Method. The results show that more attention would be focused on the humanistic and natural environment in the selection of some area to settle down, which is different from traditional views that the economic development plays a crucial role. In addition, the real estate price and the investment of educational and scientific research funds are the factors that deserve attention. Meanwhile, we explored the interaction between the ability of attracting and retaining science and technology talents and real estate price taking Beijing, Tianjin and Xi'an as samples. According to the results, we put forward some measures to effectively improve the ability of attracting and retaining science and technology talents for different regions.
