Patent Insurance and Innovation Level:A Perspective Based on Regional Spatial Heterogeneity

Abstract:

Building a risk mitigation mechanism with patent insurance to stimulate the innovation efficiency of market players is an effective means to promote the safety of the whole chain of transformation of technological achievements and build a high-level intellectual property protection system. Based on the relevant data of 214 prefecture-level cities from 2016 to 2022, this paper empirically analyzes the impact of patent insurance pilot policies on regional innovation level by taking the number and quality of patents as the starting point. The results show that the patent insurance policy has promoted the improvement of the regional innovation level to a certain extent, and this policy can effectively enhance the overall patent quality of the region. In terms of influencing mechanisms, the patent insurance pilot will improve the level of innovation in the region by promoting the digital transformation of local enterprises. Moreover, the business environment plays a significant “amplifier” role in policy implementation. A high-quality business environment has a superimposed promoting effect on policy effectiveness. In addition, the effect of this policy on improving the level of innovation is particularly significant in the eastern region. Further discussion based on the spatial matrix shows that the patent insurance pilot policy has a significant spatial effect, and the policy pilot achieves positive feedback by influencing the innovation level of adjacent regions. The above conclusions have certain policy implications for evaluating the effectiveness of patent insurance pilot policies, studying regional innovation development paths, and promoting high-quality economic development.
