摘要:

农村剩余劳动力转移是改革我国社会结构, 提高农民收入, 建设社会主义新农村, 建设和谐社会的根本任务, 也是关系到我国国民经济和社会发展的全局的战略问题。在此过程中, 对农民工的转移培训是一个重要环节。参照国外的同类经验、结合国情, 我国农村劳动力转移培训应当突破体制和观念障碍, 协调劳动和教育部门的关系, 理顺流入地和输出地的分工, 拓宽基础教育与职业教育接轨的渠道, 加大投入力度并开展绩效评价, 从而提高农村劳动力转移培训的针对性和有效性。

Abstract:

The migration of surplus farm laborers is a major task in reforming our country's social structure, increasing farmers' income, and building a socialist new countryside and a harmonious society. Moreover, it is also a strategic issue related to the national socio - economic development. In this process the job training for farm laborers is an important link. In reference to foreign experience and the general conditions in the nation, the job training for Chinese farm laborers should break through some institutional and ideological barriers, coordinate relations between labor and educational sectors, put the division of importing and exporting places into order, broaden the inter- linkages between general and vocational education, and increase investment and improve performance assessment, thus enhancing its effectiveness.
