    The Distinction between “Ethics” and “Morality”: On “Rewriting Chinese Ethics”

    Ethics and "morality" have been regarded as similar concepts that can replace each other in the ethic circle for a long time. However, this was not true in history. They were different in ancient Greece and Hegel even strictly made a distinction between them. The Chinese terms respectively for ethics and morality, that is, lunli(or renlun) and daode, did appear in ancient China. Ethics means objective human relationships, in which people love the beloved and respect the senior, while morality means the duties of an individual in accordance to his or her ethical roles, which shall be internalized as virtues through cultivation. Morality thrives with right ethics and declines when ethics is in disorder. That is to say, the chaos of ethics leads to moral disorder. It is of great theoretical and practical significance to examine the difference and connection between ethics and morality. It is the premise as well as the starting point of generalizing the ethics in ancient China. Meanwhile, it provides logic and experiential foundation for discussing moral issues such as the "unity of Heaven and human", the "distinction between the mind-heart( xin) and nature( xing)", the "distinction between righteousness( yi) and profit( li)" and the "distinction between harmony( he) and sameness( tong)". By inheriting the tradition in a critical way, we can find out appropriate subject for today's Chinese ethics and hence provide an indispensable theoretical premise for rewriting Chinese ethics as well as theoretical foundation for moral construction. The distinction between ethics and morality can serve as an important "theoretical paradigm" for rewriting Chinese ethics.

    Chinese ethics is a concept with cultural specialty. Based on the life world of Chinese people, it takes advantage of Chinese language and Chinese ways of thinking and knowing. However, it should reveal universal principles in universal issues. The principles valid both in ancient and modern times that we explore and reveal are certainly not about the ritual hierarchy in a patriarchal clan system, but are consistent with the mainstream of human civilization today. Chinese ethics should be in a plural rather than simple form. Chinese ethics should be written with various personal characteristics. Only at the forefront of the age and based on the reality can Chinese ethics today create its own discourse of the time. In order to write a vital Chinese ethics of the time, we should insist on the distinction between "what it is" and "what it should be", the objective certainty of the standard of moral values, the unity of ethics and morality, that of mind order and life order, and that of China in particular and human beings as a whole.

    Since the mid of the 19 th century, Chinese people had started to observe the Western system of representation from distance, and then elaborated on this alien system with Chinese experience and from Chinese perspective for 70 years and gradually found out that there was no gap between the superior and the inferior in the West, the success of powerful countries in the West and East was due to constitution and congress, and then only congress as a "powerful supervisor" can "stabilize the society and benefit the nation". Chinese people appreciated such a system, admired it and then decided to establish it in China. After 70 years' elaboration and interpretation, China witnessed the most dramatic change in 2,000 years under the name of the republic after the Revolution of 1911, easily transforming from monarchism to the representative system. However, since the transplantation of the foreign system into China, the constitution, the congress, political parties and congressmen coined from the West had been in fierce political conflicts. In chaos, the situation became the opposite side of what had been interpreted for 70 years in a short time. For Chinese people in the conflicts and struggles, the collision and asymmetry between the representative system and China's situation became much obvious. Later, the representative system transplanted by the generation in the early years of the Republic of China became the object of their reflection. Correspondingly, in the great change of thought, Chinese history and Chinese situation once covered by the Western trend of thought came to the vision in the form of contradiction between Chinese problems and the representative system, which caused political figures who used to advocate the representative system to doubt the system and finally abandon it, raising the curtains of the following scenes where new paths would be found.

    The experiment of "cat" designed by Erwin Schrödinger is to indicate that there is a paradox when we understand the quantum measurement based on classical realism. His quantum entanglement is to sketch the specialty of quantum measurement and to reveal that the knowledge of quantum system as a whole cannot be reduced to knowledge of its constituents. Quantum entanglement is not to prove that "material is based on consciousness", which goes beyond the scope of science. We must distinguish scientific issues from philosophical and religious ones when we want to understand quantum measurement. The confusion of these issues will make the discussion neither scientific nor convincing.

    Japanese have kept reading LU Xun for a century. However, Japanese translation does not convey the style and thought of LU Xun well enough. L. Venuti, American theorist of translation, analyzes translation from two aspects of domestication and foreignization. In terms of Japanese translation of LU Xun's literary works, there is a trend to localize LU Xun's works as well as other modern Chinese literary works in Japanese and there is another trend to accept the impact of LU Xun's or Chinese works on Japanese culture. The inclination of domestication in the translation of LU Xun's works is obvious, which can be represented by TAKECHI Yoshimi's translation. Compared with the original work, in TAKECHI's translation, a few times more punctuations are used, so the original long sentences are cut into many short ones. LU Xun's novels are characterized by very long sentences, which show us the labyrinthine traces of his thought. Nevertheless, TAKECHI's segmented sentences change LU Xun's anguish and puzzlement into explicit statements. This paper investigates the inclination of domestication as well as its reason in TAKECHI's translation of LU Xun.

    This paper discusses the contradiction between "recording facts" and "advocating wonders" in Historical Records, as well as the boundary between history and literature in it. An analysis of Noble Ruler Goujian of the State Yue shows that most of its materials are from novels, its historical development is philosophically dominated, and there is a story prototype behind the so-called historical narrative. This tells us that Historical Records is not completely a pure record of facts.

    Bill Nichols puts forward a concept of "voice" as the primary principle of documentaries, according to which he divides documentaries into six categories. However, in his classification, the concept of "voice" is shifted from content to form, making some of his classification contradictory to his idea that documentaries should deal with real people and the real world. In addition, Bill Nichols' criticism of traditional documentary types on the ground of ethics is not reasonable, because documentary ethics is merely related to personal operation and has nothing to do with the classification of documentary. In the two editions of his Introduction to Documentary, Bill Nichols shows his lack of logical thinking about documentary ontology and classification theory, so that we need reflective thinking and independent judgment on his theory.

    Dramatic performance displays a unique cultural consumption landscape in contemporary China in a changing manner. The immersive and consumptive performances of every description emerge in different media environments with a post-modern form, behind which it undertakes the narrative core consistent with modern performance theory. From Stanislavski's "experimentalism" to Brecht's "alienation effect", from improvisation to immersive drama with post-modernity, Richard Schechner, a post-modern playwright, arrives at a more macroscopic level of human performance studies in re-explaining modern and post-modern performance. However, behind the seemingly complicated modern and post-modern performance is a change and a shift of the narrative way of drama. The system of Stanislavski and that of Brecht are considered as modern. Their narrative structure depends on the play, which is stable, and the process of dramatic narrative development relies on performance. In post-modern performance, dramatic narrative is produced at the moment of performance, and each performance can create a new narrative. At present, all forms of immersive performance have constructed a new relationship between audiences and performers, its dramatic narrative is immersed in performance field and jointly completed with audiences' consumption process and performance environment.

    The paradoxical situation of the coexistence of China's economic miracle and the development dilemma of humankind should be explained from the economic development model of China. The gradual reform in the 1980s characterized by the double tracking of planned economy and market economy resulted in the "power plus capital" development model, and the symbiotic relationship between local government and enterprises, which effectively prompted the fast development of Chinese economy and created China's economic miracle. However, the symbiotic relationship between local government and enterprises is facing the North Paradox. As the policy profit is gradually saturated, the implicit defects of the symbiosis, such as economic corruption, environmental deterioration, and frequent violent conflicts, are emerging and largely hampering the sustainable development of social economy. The fundamental approach to getting Chinese social economy out of this paradoxical situation and back to sound development is to expedite political restructuring and standardize governmental powers to remodel the government-enterprise relationship.

    With the development of China's legal and transparent government, the government information disclosure has become important for the improvement of the party and government's capacity. In recent years, the government information disclosure of urban planning and construction has gained more and more attention. The case study of Jing'an District in Shanghai shows that although the government information disclosure of urban planning and construction has been improved to a great extent, there exist many problems:due to the high cost of disclosing the information, the subjective disclosure is not enough; some citizens regard information disclosure as a way of combating the government; there is a great deal of informal application; the expertise of workers engaged in information disclosure is supposed to be improved; the feedback and evaluation mechanism of the effect of information disclosure is not sound enough, etc. Therefore, we should improve the work in terms of the working process of information disclosure, transparency of public service and the improvement of complaint expression mechanism according to policies and requirements.

    Housing Tenure Structure and Housing Price: From the Perspective of Tenant Share of Urban Families

    This paper examines the effect of the housing tenure structure of urban families on city-level housing price from the perspective of supply side.Combining the Urban Household Survey(UHS)data and city-level level statistics data,this paper constructs a panel data of 152 Chinese prefecture-level cities.The empirical research shows that higher tenant share of urban families has a significant negative effect on housing prices.If the local tenant share of urban families increases by 1%,urban housing prices will decrease by 0.2-0.3%.Further regional-level heterogeneity analysis shows that this effect is mainly manifest in eastern cities,but not in mid-western cities.In addition,in the cities where housing prices are higher,the tenant share of urban families has greater depressing effect on housing prices.The conclusion of this paper shows that speeding up the development of rental housing market can both increase housing options to urban residents and help to curb excessive speculation bubble.

    In addition to its social attribute of emphasizing the promotion of housing security and fairness,the objective of housing policy has attained its economic attribute of accelerating economic development,which has ultimately become dominant.The housing policy of promoting the rate of homeownership meets these two attributes,making housing construction,consumption and regulation fit the economic attribute.If economic growth and macro-regulation relies too much on housing market,family asset is assigned too much to housing,and housing policy shifts between its two attributes,then the development of housing market would be instable and unbalanced,aggravating market fluctuations.Unstable housing market not only hinders the achievement of the objective of housing policy,but also causes social and economic problems.Government should emphasize more on social attribute in housing control policy and construct housing assistance system in multiple channels.Consequently,non-residential property can work for macroeconomic regulation and control to promote the stability of housing market,keep the two attributes of the objective of housing policy in balance and achieve the ideal housing for all residents.

    In recent years,social problems caused by the mismatch of housing security supply and demand have attracted much attention.An analysis of the housing survey data of Guangzhou residents in 2008 and 2011 from the perspective of life course shows that low income residents have the characteristics of low education level,low income,job instability,and high percentage of serious illness,disability or psychosis,divorce or the death of a spouse.Low income residents' property type security demand has an inverted U-shaped trend during their life cycles,which drops significantly after the age of thirty.Those families who have low education level,low incomes,job instability,and have school-age children would prefer to rent houses,and favor shorter commute.Social events,including dramatic changes of national policies,affect specific cohorts and groups' housing demand.These special families are affected much more negatively by such social events,and need more housing security.This paper suggests that the purpose of housing security is to provide support for low income families,the design of housing security system,the planning of security housing,and community services should take housing security objects' life course into consideration,and balance the supply and demand of security housing.

    Based on the spatial mismatch theory,the affordable housing mismatch can be defined as the ratio of non-covered public services in a certain range of affordable housing.This paper uses ArcGIS to analyze the spatial relationship between affordable housing and public service facilities in Xi'an.The results show that affordable housing mismatch degree of Xi'an decreased evenly in 2007-2011,and it gradually turned to adaptation in 2011-2015.As for spatial evolution,affordable housing mismatch is improved overall,but the effect of marginalization is increasing in the sense that the mismatch in Wei-yang District,Chang-an District,Ba-qiao District is more serious than the urban center of the city.Further research shows that there are three factors which influence the mismatch of affordable housing:the policy regulation is the major factor,the market evolution is the basic factor,and the individual choice is the internal reason.To improve the development of housing security and realize equalization of public services in different regions,we should make policy play a guiding role,integrate market mechanism to improve the efficiency of policy operation,enhance the structural reform of the supply side and achieve an effective supply of public service resources.

    Contents ZHENG He's Voyages to the West and the “Kylin Diplomacy” in the Ming Dynasty

    When ZHENG He travelled to the West, the Ming Dynasty greatly developed not only political and economic but also cultural exchanges, including the exchange of animals such as kylins(actually giraffes) with Asian and African nations. ZHENG He's voyages can be divided into two stages, the first stage including the first three trips, while the second the last four trips. At the first stage, he mainly visited the nations in Southeast Asia and South Asia while at the second stage, he visited those far in West Asia and East Africa. The maritime "kylin tributes" related to ZHENG's voyages roughly happened seven times at the second stage. The later "kylin tributes" were also closely connected with voyages to the West. It was also said that the geographical expansion of ZHENG's last four voyages was directly related to "kylin tributes". In contrast to a nation's domestic affairs, diplomacy is aimed to deal with foreign affairs by peaceful means such as dispatching missions to resolve disputes in order to achieve the maximization of national interests. Emporer Yongle made foreign policies based on the diplomatic experiences of previous dynasties and his own experiences in East Asia and consequently implemented them in the South China Sea and the West at that time. Originally, ZHENG was sent to find the missing Emperor Jianwen and to fight against the remnant rebellions, but later his voyages were gradually aimed to search for rare animals and precious native products, protect the security of waterways, promote the national prestige in the South China Sea and establish diplomatic relations with non-vassal states. In the early Ming Dynasty, the consciousness of " tianxia"(under Heaven) and the distinction between Chinese and barbarians were deepened via a series of diplomatic ceremonies of "kylin tributes", which were not only performed for local natives but also politically served to attract neighboring countries as well as the states in South Asia and East Africa to join the ally of the "heavenly sovereign" so as to establish the central status of China in the tribute system in the Ming Dynasty.

    As an important political judgment, the statement that "socialism with Chinese characteristics has entered a new era" has profound philosophical implications, while as a historical narrative, it can be comprehended from three historic perspectives respectively at grand, middle and basic levels. As one of important theoretical contributions of the 19 th CPC National Congress, the "four greats" based on the "new era" not only deepens the understanding of the historic mission of CPC(the Communist Party of China) but also provides important theoretical foundation for upholding and developing socialism with Chinese characteristics. As the summary of CPC's historic mission in the new era, the "four greats" embodies the general requirement of seeking happiness for people. To understand the scientific connotations and basic requirements of the "four greats" in a comprehensive and accurate manner, we should figure out the relationship between general historic mission and concrete missions at different historic stages, the relationship between China's great national rejuvenation and the historic mission of the proletariat, and other key theoretical issues. We should also pay attention to special practical issues such as establishing theoretical confidence and understanding the strategy of the "great struggle" and the foundation of the "great project" based on the new characteristics of the era.

    In the new era of socialism with special Chinese characteristics, the CPC should have new atmosphere, make a difference, and create a new situation in the new great project of constructing the Party.     "Skillful means" is one of the core concepts in Buddhism in general and in Mahayana in particular. While prajna means the wisdom of knowing Buddhist truth and "skillful means" is to know human culture and human proprieties. Hence, the organic integration between prajna and skillful means should be the reasonable direction for the construction of the doctrine of wisdom and ethics in Mahayana. However, prajna has been overestimated while skillful means have been ignored for a long time. Skillful Means Paramita Sutra was the first Mahayana sutra that constructed the doctrine of "skillful means" in a strict way, so that an examination of "skillful means" in this sutra has great significance in understanding the essence of the relationship between "transcending the secular world" and "entering the secular world" in Mahayana on the one hand and the transformation of Chinese Buddhism in modern times.

    Paramārtha was born in Ujayana and he traveled to many nations surrounding Ujayana in Western India, where the doctrines of sam-matīya were widely preached. Paramārtha translated a series of works of sam-matīya such as Clearly Understanding the Disciplines in 22 Verses, Abhidharm on Bring Peace to the World, and wrote and lectured on Annotations to Clearly Understanding. This shows his proficiency in sam-matīya disciplines. Proposed in Clearly Understanding and On Four Truths, the special four good roots of "endurance, name, appearance, laukikāgradharma" are included in the "four skillful means of perfumation" in Vidyanirdesa-sastra. Paramārtha accepted and preached the unique sam-matīya view of history and time, including "the present kalpa is the ninth kalpa", and there are "seven hundred years" away from the ninth kalpa. Therefore, it is plausible to conclude that Paramārtha adhered to sam-matīya.

    Daoxuan is mainly praised for his obedience to Buddhist disciplines and his historical writings. However, a careful reading of his works will tell us that Daoxuan held a strong belief in Buddhist epiphany and made great efforts to build a "perfect" Buddhist world. His records of epiphany show that Daoxuan interpreted Buddhist history and figures in a particular way. The stories of Buddhist epiphany not only recorded his personal experience, but also were used to demonstrate the holiness of Buddhism. With their strong mysterious color, they helped Daoxuan construct and preach a more sacred Buddhism as the "center of the universe". Examining the records of epiphany related to Daoxuan, we can also see that he was a Buddhist master above all, and then he was respected as the founder of Vinaya school of Chinese Buddhism and a historian of Buddhism.

    ZHU Xi's Doctrine of the “Transmission of Orthodox Confucian Teachings” and the CHENG Brothers

    In recent years, research on the doctrine of daotong, that is, the "transmission of Confucian orthodox teachings", has been quite fruitful. The new discovery of a document by Charles Hartman, an American scholar, provides important clues and proofs for the generation and development of the doctrine of daotong in the Song Dynasty on the one hand and the deep cultural and political implication in ZHU Xi's doctrine of daotong. One of the important aspects of daotong is the transmission of Confucian culture, thought and theories. It is generally believed that Mencius was the first person who clearly delineated Confucian daotong, HAN Yu then gave it a clear definition, and ZHU Xi completed it. Promoting the status of Confucius above Yao and Shun, and deliberately distinguishing dao from situational potentiality, ZHU Xi's doctrine of daotong demonstrated that the subjectivity consciousness of the intellectuals in the Song Dynasty became mature from awakening. The CHENG brothers occupy a very important position in ZHU Xi's doctrine of daotong. For ZHU Xi, the CHENG brothers were the direct inheritors of Confucian daotong, thus establishing the authentic and dominant position of the learning of Dao(Neo-Confucianism) in the whole lineage of Confucian daotong. From then on, the dispute about daotong was solved. Correspondingly, Neo-Confucians also obtained the power of discourse in daotong and even the whole Confucianism. ZHU Xi affirmed that he was the successor to the CHENG brothers. In this way, he completed the whole lineage of daotong in the Song Dynasty. Thus, defending the purity and authority of Confucian daotong became his inescapable mission in ZHU Xi's whole life.

    Classical Confucianism pays more attention to "desire for humanity" than to "material desire". There are a number of differences between material desire and desire for humanity:the former is material, deficient, egoist, finite and destined, while the latter is moral, sufficient, altruist, infinite and determined by nature. Due to the emphasis on material desire and consequently knowing and utilizing the outside world, a tradition of egocentrism forms in Western philosophy. Although Western metaphysics seeks to transcend reality, reality here mainly means the outside world rather than the self. In contrast, classical Confucianism underscores desire for humanity, that is, benevolence for others. Since the others are in reality, what metaphysics based on desire for humanity attempts to transcend is the self rather than the outside world. In this sense, classical Confucianism creates a metaphysics distinctive from that in the West.

    From the perspective of the "Eastward Spread of Western learning", KANG You-wei's Deep Meaning of Mencius had distinct characteristics of the times in the late Qing Dynasty. In The Deep Meaning of Mencius, KANG integrated Chinese tradition with Western evolutionism. He discovered in Mencius the applicability of evolutionism in China, and put forward his evolutionism of "three eras", emphasizing "time", "benevolence" and periodical development. KANG also tried to rectify evolutionism translated and advocated by YAN Fu. Representing the dual variation between tradition and times, and reflecting the wisdom and courage of integrating Chinese and Western thoughts, KANG's evolutionism in The Deep Meaning of Mencius is significant for us to deal with Chinese and Western cultures.

    Evolutionism is essential to modern values. Since the Enlightenment, it has become the greatest ideological myth with the great victory of modernity. As a distinctive thinker against the trend of the time, ZHANG Tai-yang unfolded his critique against modernity, especially social progressivism and progressivism in his doctrine of "double evolution". Drawing up Buddhism and Zhuangzi, his dialectics of "good and evil, misery and happiness evolving together" attacks the doctrine of development and teleology of Hegel's dialectics, and deconstructs the linear development in evolutionism. During the enlightenment in the late Qing Dynasty, this doctrine had great significance in reflecting modernity and breaking the confusion of modernity. Reflecting upon evolutionism and progressivism with the dialectical wisdom of Buddhism and Daoism, ZHANG conducted a dialogue between the tradition of Buddhism and Daoism on the one hand and Western modernity on the other. He attacks monism with pluralism, optimism of progressivism with pessimism of Buddhism, Hegel's doctrine of development with Zhuangzi's relativism, and the linear progressivism with the dialectics of moving forward and back, revealing the two faces of evolution and the dialectics of good and evil, moving ahead and retreat and breaking the ideological myth of progressivism. It represents the dimension of criticizing modernity with tradition besides the mainstream of enlightenment in China.

    When discussing whether representative democracy is suitable for China, ZHANG Tai-yan thought that representative democracy is related to the feudal system in the West in middle ages, but after the Wei-jin and Southern and Northern Dynasties, no hereditary power existed in China, so it's unsuitable to transplant the representative system from the West, which will form a special power group. Besides, ZHANG pointed out that system construction should be in accordance with the fundamental conditions in China. Under the situation that China was a large country with vast land and millions of people and the development of different regions was imbalanced, those who were possible to be elected as representatives could only be the rich who would not voice for the rights of common people. Therefore, he designed an ideal system, hoping that this system can really embody democracy, overcome the defects of modern capitalist regime, so as to the idea of civil power can be actually rooted in China on the one hand and national unity and political identity can be achieved on the other.

    The Rising, Declining and Revival of Popular Short Novels

    The first popular short novel for people to read at bedtime was FENG Meng-long's Sanyan. The production of short novels reached a high peak in the late Ming Dynasty and the early Qing Dynasty, declined in the middle of Emperor Kangxi's reign. It was not revived until the modernization of printing and the popularization of newspaper as a new medium a century later. Then, short novels became an important part of modern novels. This paper outlines the whole process of the rising, declining and revival of popular short novels, and analyzes its characteristics, laws and causes.

    Geographical Books and Mythical Novels in the Six Dynasties: A Case Study of Cave Stories

    Containing a great amount of embryonic forms of mythical novels and stories, the geographical books in the Six Dynasties provide clues for the study of the nature and spread of mythical novels. By analyzing the mythical records of caves in the geographical books, this papers examines the following three elements:first, the "facts" foundation and narrative modes of the construction of cave stories; second, the categories and local features of cave stories; third, the knowledge revealed in mythical novels and the historical features of local writing. We find that mythical novels are actually "fragments" of geographical books in the Six Dynasties rather than literary fictions. The various caves in the geographical books in the Six Dynasties are sacred sites and monuments created by legends and stories rather than objects of natural geography. By studying the cave stories in the geographical books and mythical novels in the Six Dynasties, we can not only compile and restore the lost texts, but understand better the source, nature and historical context of mythical novels as well.

    From the late 19 th century to early 20 th century, Chinese intellectuals initiated the construction of a modern nation-state. CAI Yuan-pei and his utopian novel New Year's Dream were the important beginning of the dialogue between modern Confucianism and socialism. The national imagination of Confucian intellectuals has undergone a profound transformation, particularly in the combination of utopian socialism and Confucian utopia of "great harmony", and the communication between the concept of revolution in the West and that in the learning of gongyang. Through the deep dialogue between Chinese and Western ideas of utopia, Chinese intellectuals shaped a kind of oriental aesthetics of humanism, which showed the power of constructing human subjectivity and utopian ideals. It contained the unique contribution of Confucianism and Chinese intellectuals to socialism.

    At different stages of economic development, the relationship between land urbanization and environmental quality is different. When the economy is at its primary stage, land urbanization depends on its scale expansion, and the environmental quality is in a declining trend. The change direction of land urbanization rate and environmental quality is reversed. When the economy goes to the advanced stage, land urbanization is based on quality improvement. While environmental quality demand is enhanced, the government invests more in environmental protection. So the change direction of land urbanization rate and environmental quality will be consistent. At the present stage of our country, the relationship between land urbanization rate and environmental quality is overall negative in the transition from stage I to stage Ⅱ. Therefore, the government should vigorously promote the construction of green urbanization, build green production mode, and establish a green urbanization development system. At the same time, the government should support green urbanization by strengthening the land supply side reform.

    The key to solve the housing problem of migrant workers is to realize the balance matching between housing consumption intention and housing consumption capacity. At present, the housing consumption of migrant workers is very strong, but their housing consumption capacity is insufficient. In addition, there are fewer migrant workers who rely on the housing provident fund to buy houses. The calculation of housing price to income ratio of migrant workers in different cities shows that migrant workers' housing consumption capacity presents urban hierarchical features. It is very difficult for migrant workers to have their houses in big cities, but it is possible to realize their house dream in small cities like three or four line cities. Utilizing the binary logistic regression model, the empirical analysis of micro data shows that the influence of the housing provident fund on housing purchasing, including migrant workers' housing consumption, has a layered characteristics. In other words, regional differences exist between various cities. As an important housing safeguard, housing provident fund should effectively benefit migrant workers, so as to improve their housing consumption capacity and help them realize their urban dream of "having a house in the city". Therefore, in the process of reform, the policies of the housing provident fund system should fit the concrete situation of a city so as to accurately support the housing consumption of migrant workers, thus gradually realizing the new "people-oriented" urbanization.

    On Intergenerational Differences of Migrant Workers' Location Preference for House Purchasing or Building

    Using the dynamic monitoring data of flouting population in 2014, and using multiple logistic regression to analyze the intergenerational differences of migrant workers' location preference for house purchasing or building, we find that the main house purchasing preferences of migrant workers include three types:house building in home villages, house purchasing in hometown and house purchasing near workplace. New generation of migrant workers prefers house purchasing in hometown, but old generation prefers house building in home villages and housing purchasing near workplace. There is no significant intergenerational difference between two generations. The income of the old generation is higher, and their purchasing power is stronger. A large proportion of migrant workers of the two generations who prefer house building in hometown shows that the dual system of the urban and the rural is still an obstacle for migrant workers to settle down in cities. The new generation of migrant workers tends to settle down in cities where they work, but they have to return and purchase house or building their house in hometown because of their inadequate purchasing power.

It clarifies the theoretical puzzlement of "the end of history", "the clash of civilizations" and "Western centrism", so that it plays an important role in human intellectual history. Therefore, one should adopt an international vision and a global perspective to understand and evaluate the theoretical significance and practical value of XI Jin-ping's thought on socialism with Chinese characteristics for a new era.

    It is a historical conclusion as well as a call of the time to regard the ideological construction as the fundamental construction of the Party. Since ideal and faith are our root and soul, we must hold high the banner of faith. We must arm ourselves with theories by reading and studying original works and investigating basic principles so that we can realize genuine learning, genuine knowledge, real faith and actual application. Attaching great importance to the integration of the Party spirit education and moral cultivation is essential to XI Jin-ping's thought of an all-out effort to enforce strict Party discipline. It also embodies the inheritance and development of the Party's ideological construction.

    The issue concerning philosophy of social sciences and its methodology is only the focus of current theoretical philosophy and practical philosophy. It also has become an intellectual platform and a workplace for cross-discipline practice. It can be traced back to the distinction, as well as the connection, between the explanation and understanding, in Neo-Kantianism, which goes through the issue of methodology of social sciences from beginning to end. This structure also forms a contrast with causal research pattern and normative research pattern in current philosophical discussions of social sciences. If practical reasoning is the hub and axis that runs through the history from Aristotle's practical philosophy to philosophy of action in Wittgenstein and his disciples, normative reasons, as well as an independent and self-sufficient concept of norm, seems to direct recent debates on philosophy of social sciences. In order to create an important opportunity to restart, philosophy of social sciences and its methodology in the Chinese context should face the multi-dimensional intellectual ecology of current methodology of social sciences that shows objectivity, normativity and complexity on the one hand and stick to the practical approach of action analysis based on the concept of "rationality" and case orientation on the other.

    In World War I, Russia suffered from successive military defeats and domestic revolutions. As the highest administrative executive organ in Russia during the War, the Council of Ministers was confronted with lots of formidable tasks. It did make great efforts to solve the coordination of relevant departments, arms supplies, sources of troops and transportation problems, which had a direct impact on the outcome of the war in Russia. By analyzing the effect of the Council of Ministers during the War, we can draw a conclusion that the Council of Ministers failed to provide strong support for the front military activities of Russia, and the Czar, the Queen Group, the Council of Ministers itself and other factors had influence on the activities of the Council. The study of the military countermeasures, as well as their results, of the Russian Council of Ministers during World War I provides us with new research materials and perspectives for further examination of the causes of the outbreak of October Revolution and the end of the reign of Romanov dynasty in Russia.
