摘要： 中俄伊犁谈判崇厚签约后，经历了严惩崇厚、改派使臣、改定条约等过程，每一次改动，都与清议有关。清议的劾奏，也曾促使清政局在某些政策方面有所变化，也改变了清流派在清廷中人微言轻的局面，赢得了前所未有的政治资本和社会声望，但清流派对风云变幻的世界形势认识不足，存有一定的局限性，并不能真正挽救危局。

Abstract: After Chong Hou signed the treaty, the SinoRussian Yili negotiations went through a process in which the Qing authorities strictly punished him, changed its envoy, and revised the treaty. Any policy change was here involved with suggestions coming from the School of Qingliu (literally, clear and upright). However, the group failed to completely meet the epochal needs of tremendous changes and had certain limitations.
