Republican Patriotism and Cultural Nationalism——Two Concepts of Nation-state Identity in Modern China
    Ji-lin XU
    2006, 38 (4):  1-13+20.  doi: 10.16382/j.cnki.1000-5579.2006.04.001
    Abstract ( 2102 )   HTML ( 21 )   Save

Is a modern nation-state a political or historicalcultural community? This is now one of central questions discussed in international intellectual circles.Actually, in response to the question, we may identify two corresponding intellectual threads in the history of ideas in modern China. One was republicanism-oriented political patriotism represented by Zhang Foquan, and the other, represented by Zhang Junmai, was cultural nationalism with communitarianist characteristics.Carrying on Liang Qichao's nationalist thought in the late Qing Dynasty, they both belonged to liberal thinkers in the period of the Republic.Despite their emphasis on the national rejuvenation, they disagreed profoundly on questions of how to construct a modern nation-state, what the citizen's identity should be, and what public culture is.These conflicting ideas are important, demonstrating the divergence and tension within the modern Chinese trend of nationalism.

In the late period of May Fourth Movement, Hu Shi and other reformers completely changed their anti-tradition attitude by advocating reorganizing national heritage and recognizing Chinese traditions.Their essential purpose of reorganizing national heritage was to discover those vigorous old traditions through developing traditional resources so as to seek traditional supports for enlightenment ideas appeared in the early period of the Movement and also seek traditional roots for remaking Chinese civilization through grafting modern Western culture. They explored Ming-Qing vernacular novels and ancient vernacular writings in order to look for a vernacular Chinese-language model and its historical origin. They explored textual research methods employed in the study of Chinese classics by men of letters of the Qing Dynasty and related ancient scientific methodology to seek traditional supports for advocating the modern Western scientific method of experimentalism. And they explored ancient Chinese studies on discrimination of falsehood and the thought of questioning the past in search of a traditional ground for revaluation and distinguishing the true from the false in old histories.

In China farmers' transformation into urban inhabitants is one of important strategies for building a well-off society in an all-round way and a harmonious socialist society. In general, their transformation into townspeople in the urban suburbs, whether it is active or passive, is carried out under powerful pushes of industrialization, non-agriculturization and urbanization and in the context of the expansion of urban land and the outward focuses of urban reconstruction. If such a process is regarded as an organic system, in reality it has simultaneously three social supporting systems at different levels of macroscope, mediumscope and microscope. It may be said that farmers' transformation into urban inhabitants is realized under social and institutional backgrounds of urban and rural comparative differences and relevant policies, depending on farmers themselves' manpower capital, and through a series of continuous comprehensive operations of social networks.

In the accelerated course of population urbanization since China's reform and opening-up, the urban and rural two-polarized structure has received great impact and meanwhile produced some new contradictions. To a considerable degree, these contradictions are centrally embodied in the issue of migrant workers from farms. It is necessary to pay full attention to the difference effect of urbanization in urban and rural areas when we balance urban and rural development. With great effort we should push ahead with comprehensive balanced urban and rural reforms along the main thread of urbanization, accelerate a healthy development of urbanization along the main thread of balancing urban and rural development, and strive to usher in a new situation of balancing urban and rural development with the solution of the migrant worker issue.

In the process of China's rural industrialization there have emerged a lot of specialized villages that deal in certain business or trades.Their integration and development has a distinct character. That is, the members of a specialized village community are highly homogenous; they are specialized in the same job and same product, and are confronted with the same market. However, this does not mean that it is just an interest community. The lack of interest ties within the specialized village community is an essential cause for its reorganization predicament.

The migration of surplus farm laborers is a major task in reforming our country's social structure, increasing farmers' income, and building a socialist new countryside and a harmonious society. Moreover, it is also a strategic issue related to the national socio - economic development. In this process the job training for farm laborers is an important link. In reference to foreign experience and the general conditions in the nation, the job training for Chinese farm laborers should break through some institutional and ideological barriers, coordinate relations between labor and educational sectors, put the division of importing and exporting places into order, broaden the inter- linkages between general and vocational education, and increase investment and improve performance assessment, thus enhancing its effectiveness.

    Sensibility and Passion——Feuerbach's Genetic Criticism
    Hui DAI
    2006, 38 (4):  50-56.  doi: 10.16382/j.cnki.1000-5579.2006.04.007

Feuerbach trusts sensibility with his passion, just because he argues that Hegel's reason is repellent to passion.According to him, such a kind of passion results from relations with others, and each time from a different other. It shows an original human acceptance—sensibility in the sense of society.Thinking is not much concerned with a rational form, but indicates a communicative form between you and me, involving understanding in the sense of communication. The concept of communication is imbued with a new scientific approach and objectivity conceived by Feuerbach.

    2006, 38 (4):  57-62.  doi: 10.16382/j.cnki.1000-5579.2006.04.008

In Arendt's view, Western political philosophy is derived from an old conflict between philosophy and politics. From then on, the mode of thinking establishing by Plato, that is, thinking action as work and elimination autonomy and plurality of action, has always dominated the Western tradition of political philosophy, even shared by our Moderns.Through her criticisms of Western political philosophy, Arendt expresses her views on politics——politics is an activity which takes the self as its end, and the foundation of political philosophy lies in the wonder for plurality of human affairs.

As a great Song-dynasty synthesist of philosophy of principle, ZHU Xi disciplined himself very strictly with orthodoxy Confucian teachings, taking "no desire, " "no emotion" and "no ego" as his ideal personality, thus establishing his rationalistic trend that chiefly advocated principles of self-control and extension of knowledge. However, he never gave up his yearning for free and unaffected emotion behind his dignified reason. From his contradictory mentality we may see ZHU Xi's deep value concerns and emotional romantic disposition.

ZHU Xi made a comprehensive exploration and summing - up of his methodology for reading and interpreting Chinese classics. One of his experiences was called "jia qia. " It means that when we interpret classical literature, we must first have a thorough understanding of it, and then we can combine our understanding with our practice. In other words, we may use our understanding to guide our practice and use our practice to confirm our understanding. In this way we may have an intensive experience on all the arguments about certain classical literature, and we may reach an ideal state in which our body and mind are in perfect harmony. These are ZHU Xi's experience on his scholarship and as well an important aspect when we make a study of his reading and interpreting classics.

East-Asian Monetary Cooperation under the Managed Floating Exchange Rate Regime
    Ji-sheng HUANG, Sheng-xin RAN
    2006, 38 (4):  75-79+96.  doi: 10.16382/j.cnki.1000-5579.2006.04.011
    Abstract ( 1731 )   HTML ( 2 )   Save

Since East Asian currencies gave up the USD-pegged regime, both Yen and RMB (especially, RMB) have played more important roles in stabilizing exchange rates in East Asia than other currencies. As a result, those sub-currency-areas established around Yen and RMB respectively as their core currency (that is, bi-way mechanism) may lead to real East-Asian exchange rate cooperations and coordinations. In the long run "bi-way mechanism" will result in a competitive and coordinative mechanism between Yen, RMB and USD.The USD's position of "hegemony" may be challenged.

From the traditional gold standard up to the current EU's ERM2 arrangement, the target zone regime has already become an influential exchange rate regime. This paper presents a benchmark model that is based on the Krugman standard theory, and rationalizes the choice of target zone instead of other regimes owing to its fixed rate, and free and managed float. The target zone may be a cause of stabilizing or destabilizing exchange rate expectations, which crucially depends on the within-band central bank policy as well as the credibility of commitment to defend the target zone.

A General Equilibrium Analysis of Effects of China's Monetary Policy

    2006, 38 (4):  86-91.  doi: 10.16382/j.cnki.1000-5579.2006.04.013
    Abstract ( 1664 )   HTML ( 2 )   Save

In order to study our country's monetary policy, we try to set up a general equilibrium model for a bank's credit behaviors, an enterprise's investment behaviors and residents' consumption behaviors. We demonstrate in theory that, on condition of general equilibrium, a market structure of bank monopoly is disadvantageous to the increase of credit supply; the domestic consumption demand is away from sufficiency because the income effect of reducing interest rates is greater than the substitution effect; an expected inflationary or deflationary situation is not helpful to reduce or increase credit supply and credit demand. So the effect of our monetary policy has been and will be inefficient.

A Brief Analysis of Sustainable Growth of Bank Assets under Capital Restraint

    2006, 38 (4):  92-96.  doi: 10.16382/j.cnki.1000-5579.2006.04.014

Capital adequacy ratio determines the sustainable growth rate of bank assets. The latter refers to the growth rate of assets that can be supported by the internal and external sources of capital under the precondition that capital adequacy ratio remains unchanged.A bank's risk assets should increase in accordance with the increase of capital. It is an inherent requirement for a bank's liquidity, safety and profitability. Therefore, the bank management should fully realize in its management philosophy that the capital adequacy ratio is very important to the increase of bank assets, and correspondingly pursue an appropriate growth of the bank assets according to the management pattern that assets determine the issuance of loans.

The State and Disciplinary Strategies for the Global Promotion of Chinese Language
    Li-xin JIN
    2006, 38 (4):  97-103.  doi: 10.16382/j.cnki.1000-5579.2006.04.015
    Abstract ( 1885 )   HTML ( 211 )   Save

Keeping the promotion of Chinese language low key would be more effective than high-keyed propaganda. The promotion efficiency relies on researches within the discipline, which include research on pedagogical theory as well as Chinese language itself.Chinese characters and tones are two hard nuts in the promotion and teaching of Chinese language. To crack the hard nuts, this paper recommends "keyboard input strategy" for teaching of Chinese characters and "toneless strategy" for teaching of Chinese speech sounds at the beginning level. The result of our experiment proves that the distinctive function of the tone in modern Chinese in which bi-syllabic words are the majority is weakening, while the function of the rhythm is strengthening. Therefore, we may lower the requirement of pronunciation for beginners, i.e.we accept that students speak Chinese with intonation instead of tones.A reform in Chinese writing form that is to keep words separate from one another is also suggested by this paper.

After a long history the cognitive metaphorical structure of the linear judgment text in the Book of Changes developed to a mode of knowing man himself, others and the world. From the emergence of trigrams to the completion of the cognitive metaphorical structure and system, we may realize that the course contained rich elements of traditional Chinese culture. Such knowledge should be widely popularized in higher education.
